Updated on January 8, 2023, by Rhenn Taguiam: With Dragon Ball Super: Super Hero showing the growing relationship between Gohan and Piccolo as saviors of the planet, fans of the Dragon Ball franchise may be eager to experience just how the two (2) of them may fight in tandem in a video game format. Thanks to Dragon Ball Legends and its periodic updates, they can do just that - use new forms of Gohan Beast and Orange Piccolo as part of their heroic arsenal. However, fans who want access to some of the best characters in Dragon Ball Legends might want to defer to a few overpowered fan favorites, such as Ultra Rare versions of Goku and Vegeta’s hit Fusion forms, Frieza’s older brother, Gohan’s earlier transformation, and even Goku’s grandchild.

15 Super Vegito (Yellow, UL)

While many of the most powerful characters in Dragon Ball Legends often rely on their Zenaki Awakening stats to meet meta requirements, such isn’t necessarily the case with Super Vegito (Yellow, UL). At its core, he’s unique in that he brought a new Counter Gauge in Legends that allows him to counter Blasts with his Strikes if this meter rises above 30 percent, allowing him to stall as needed. His natural debuffs make him a potent offensive character, especially when paired with Super Gogeta (Blue, UL).

This Ultra Yellow variation of the Goku-Vegeta Potara Fusion is potent enough even pre-Zenkai, especially when he applies a 15-percent debuff to enemies whenever he uses Strikes and Blast Arts. Not only that, but his Ultimate Arts being able to pierce through Damage Cuts makes him a scary foe to face.

14 Legendary Super Saiyan Broly (Purple, UL)

There’s a reason why Broly turning into the Legendary Super Saiyan has frightened even the likes of Goku and Vegeta. Players can see these benefits firsthand with Legendary Super Saiyan Broly (Purple, UL). Perhaps most frightening about this variation of the Legendary Super Saiyan is the natural buffs and debuffs that come with him as soon as the battle starts and as soon as he enters the field.

For instance, his Main Ability immediately grants him access to his Ultimate Arts Card, alongside nifty health and Ki heal. On top of that, he can also reduce enemy Ki on top of a massive -100% debuff to Ki Recovery. Meanwhile, his Unique Ability applies a damage increase buff, and damage received debuff as soon as the battle begins while getting health and restoration when Broly himself makes an appearance. He also punishes enemy switching, applying a Critical Rate debuff and disabling Elemental effects. When almost every move is punishable with a debuff, this Purple UL behemoth is definitely worthy of fear.

13 Final Form Cooler (Red, SP, LL)

Despite jokes that Cooler is “just like Frieza,” Final Form Cooler (Red, SP, LL) switches up Dragon Ball Legends meta with his solo-oriented abilities. At its core, Cooler is an aggressive fighter specializing in swiping key enemy advantages, such as a two-timer count lock-in whenever he uses Strike Arts - making him a nifty counter against otherwise-powerful Yellow fighters.

Key to his toolkit is the aforementioned Lock-In ability, as this sub-count boost can not only disable Yellow fighters but even pave the way for the quick elimination of sub-50% HP fighters, or even to complete a Rising Rush finish. Not to mention, his Type Neutral transforms his character typing whenever the opponent has a Super Saiyan character - practically disabling their advantages, and works well to break a meta where a majority of characters are likely Saiyans anyway.

12 Super Saiyan Gohan (Yellow, SP, LL)

Once players manage to Zenaki Awaken Super Saiyan Gohan (Yellow, SP, LL), Gohan’s look of determination as he takes out Cell with one broken arm is the same look of determination he gives players with his contribution to Dragon Ball Legends meta. At its core, his Blast and Ki Recovery boosts to both Son Family, and Hybrid Saiyans make him a great support fighter, with his Cover Change effect drastically boosting his defense against tougher foes.

Not to mention, this iteration of Super Saiyan Gohan has an impressive damage kit that meshes well to give him interesting combos. Key to his kit are abilities that give him a Blast Card-associated Inflicted Damage boost and even a 100-percent damage buff to his Ultimate Arts Card. With the right upgrades, this Super Saiyan Gohan can contend well with a meta that has a lot of regenerating characters and constantly-aggressive foes.

11 Pan (Red, SP)

Prior to her claim to fame as Goku’s ever-reliable granddaughter in Dragon Ball GT, Pan (Red, SP) already makes an appearance as an energetic grandchild in Dragon Ball Super, with Pan already born before Vegeta’s youngest Bulla. And just like the name of her Unique Ability, “Earth’s Strongest Little Girl,” Pan is easily a Sparkling character that can contend with the meta for her support prowess.

Her Main Ability destroys two (2) random cards to immediately grant her access to her Special Move and Special Arts Card on top of Ki restoration, reduced sub counts, uncancellable Arts Draw Speed, and nullification of Unfavorable Elements. These practically force enemies to take pity on the little girl and let her hit them. And hit hard she does - Pan (Red, SP) enjoys massive buffs with her Unique Abilities, especially since not only does this grant her damage boost across the board, but also applies Attribute Downgrades to enemies to make them unoptimized for prolonged combat.

10 Super Saiyan Trunks (Adult) (Blue, SP, LL)

Trunks as an adult remains a competent fighter, taking on the profession of an adventurer armed with a sword like his future counterpart. In Legends, Super Saiyan Trunks (Adult) is a Blue Sparkling (Legends Limited) that boasts some of the most potent defensive abilities in the game.

Built as a tank, Super Saiyan Trunks is equipped with a unique gauge that allows him to dish out improved damage numbers when filled properly. Not only that, his Ultimate Arts boasts some of the highest damage for an Ultimate Arts in the game, considering it has not only a multiplier for supreme damage but also a 90-percent buff for Ultimate Moves.

9 Super Saiyan God SS Vegeta (Green, SP, LL)

It’s against the Super Saiyan Rose form of the evil Black Goku and his devastating techniques that Vegeta finally unleashes the true extent of his Super Saiyan God capabilities, achieving its Super Saiyan form with a viciousness that even Goku can’t achieve. Called in Legends as the Super Saiyan God SS Vegeta unit, this Green Sparkling (Legends Limited) card is a decent fighter capable of supporting his team with solid damage.

At its core, Super Saiyan God SS Vegeta is a decent defensive unit, boasting a 60-percent damage reduction on cover and 20-percent damage reduction outside of it. Not only that, but he also has a lock-in ultimate Arts Card that can help him make a difference in otherwise-losing fights.

8 Final Form Frieza (Blue, SP)

Being the first “true” villain of Dragon Ball Z, it makes sense for Frieza to not just have a single form but multiple forms. However, it’s his fourth and final form that makes him reveal the full extent of his abilities. Known in Legends as Final Form Frieza, this Blue Sparkling character that packs a lot of punch as one of the premier revival Fighters in the game.

At its core, Final Form Frieza is good when dishing out burst damage. And while other meta teams can do great damage due to his lack of true defense, Final Form Frieza’s revival component means he’s more than capable of tanking a Rising Rush and going back to the game for a harsh counter. These nifty revives and sheer aggressive potential make Final Form Frieza a great component to add to the Lineage Of Evil team.

7 Perfect Cell (Purple, SP, LL)

When Cell managed to absorb all three Androids, he managed to attain his so-called “Perfection,” attaining what Legends calls the Perfect Cell form. In the game, this unit is a Purple Sparkling (Legends Limited) that is extremely suited to countering a lot of units in combat through his extensive techniques. He’s best known for his anti-revivals and a foil to Hybrid Saiyans, making him potent against many Saiyan builds.

Not only that, Perfect Cell possesses a unique gauge on top of his Ultimate Arts damage modifier, making him a deadly frontline for his teams. He’s the Purple balanced component that aggressive Android teams need, however, he needs his stars full before being able to fully tap into the maximum extent of his damage potential.

6 Final Form Frieza: Full Power (Yellow, SP, LL)

When pushed to his limit during their first confrontation, Frieza uses his full power to unleash a final blow against Goku prior to his untimely demise. This manifests in Legends as Final Form Frieza: Full Power, serving as the character’s second Legends Limited card under a Yellow Sparkling classification.

Taking his stats into consideration, Full Power Frieza is a potent all-around unit that can help his teammates actively in combat. When left as the last combatant in a team, he receives a 60-percent damage boost and boosted Arts Card draw speed. Not to mention, his Anti-Son Family ability makes him incredibly useful against units related to Goku and his Family.

5 Angel Golden Frieza (Green, SP)

While Frieza is destroyed even after attaining his powered-up Golden Form, his help is called once again during the Tournament Of Power. Now called Angel Golden Frieza, Goku’s first archenemy packs a more powerful punch due to his transcendence. This Frieza is classified as a Green Sparkling unit, available in the All-Star Banner, making him an extremely accessible unit for powerful Lineage Of Evil and Universe Survival Saga teams.

At its core, Angel Golden Frieza is known for his specialty that allows him to heal for as long as he can draw cards. This doesn’t help the fact that his Blast Damage is at a much higher degree compared to others, and in a pinch can go type-neutral for lesser damage in some attacks. His only setback is his defensive weakness, leaving him rather vulnerable to more aggressive Fighters.

4 Ultra Instinct Goku (Red, SP, LL)

Currently the most powerful of Goku’s forms, Ultra Instinct Goku has been an extremely awaited card since the release of Legends. And as a Red Sparkling (Legends Limited) unit, this Goku iteration does not disappoint. At its core, Ultra Instinct Goku can turn the tide of battle by spamming enemies with debuffs upon entry, leaving them with the only option of facing Ultra Instinct Goku toe to toe with the absence of cover-based special actions, 0-Health healing, and anti-charge abilities.

Not to mention, this iteration of Goku packs a real punch. A lot of his skills and attacks restore his various gauges and cancel disadvantages for a short while, and can even boost the substitution timers of his teammates if he finds himself in a pinch.

3 Super Gogeta (Blue, UL)

It’s not all the time that Vegeta and Goku unite and work against a foe, much more use the Fusion Dance to literally work as one. And yet this is exactly what Super Gogeta is: a Super Saiyan transformation of their fused form, specially built against certain threats. In Legends, this unit is a Blue Ultra unit that is currently the only Fighter that can use their Ultimate Arts twice and the only one possessing an Attack Unique Gauge.

He also comes with various abilities, such as a 50 or 70-percent damage reduction as soon as he enters battle or fills his gauge. Super Gogeta works best as a secondary fighter, as he locks the current opponent upon his entrance and removes type disadvantages for as long as 10 timer counts.

2 Super Saiyan God SS Kaioken Goku (Yellow, UL)

In the story, it doesn’t help that Goku can attain a further Super Saiyan form to the already-overpowered Super Saiyan God transformation, but he could use an immensely-improved Kaioken with it as well. This comes in the form of Super Saiyan God SS Kaioken Goku, classified as a Yellow Ultra unit that very well defines a huge part of the meta in Legends.

At its core, this unit relies on nifty supports to become a self-sustain combat unit, such as a post-vanish draw boost, instant vanish restores, and even seal Strike cards of opponents. He’s also more than capable of extending his assaults further with his incredible draw speed, making him an immensely-strong fighter provided no one pulls an anti-Saiyan advantage property.

1 Android 17 & 18 (Red, SP, LL)

New arrivals in the form of Android 17 & 18 immediately shake up the Saiyan-dominated meta in the game. Classified as Red Sparkling (Legends Limited) units, the twin Androids are powerhouses built specifically for a consistent and aggressive offense. They make great teammates for other support-heavy builds, as the Androids can effectively serve as a team’s frontline unit.

Meta-wise, the Androids seem like a fairly nifty counter against Yellow fighters that started dominating PVP, especially courtesy of their Red classification and roster of rather Saiyan-tailored counters. Not only that, their mix of natural defense boosters and consistent ability cancellations can make the twin Androids perfectly capable of tanking teams.
